1.Prepare the following documents:

• National Health Insurance Card (physical card)

• National ID (front and back, digital format: JPG or PDF)

• Half-body photo without a hat (taken within 2 years, digital format)
   

2.Visit the Taiwan CAA Drone Management Portal:

3. Click "General Public Login (自然人登入)" and follow the instructions to apply for your learning permit

 

 

 

 

4.Click [Certificate Login] → [NHI Card Login]

 

 

 

 

5.In the main menu, click: [License Application] → [Student Operator Permit]

 

 

 

 

6.Start filling in the application form.

※The “English Name” field is optional and may be left blank.

 

 

 

 

7.When prompted "Do you want to reload the certificate on your next login?", select [No]. This will allow you to log in with your username and password next time.

 

 

 

 

8.Upload your identification document and a half-length photo taken within the past two years without a hat, then click “Next".

 

 

 

 

9.Pay the NT$250 fee to complete the process.
